December 2006: New Report Form
The township has provided a new on-duty injury report form. It is a two-sided form. Remember to complete both sides of the form, and submit it to the officer in charge to verify its correct completion. (Better yet, be safe).
December 2006: Apparatus Update
- 255 Engine 2 is back in service for all calls. The pump shift has been repaired. The window glass has been replaced.
- The Auto-Eject on the shoreline plug on 255 Engine 1 does not work. Pull the plug manually before starting the engine.
- 255 Squad has had the touch-up painting done and is in service.
December 2006: Apparatus Planning Committee Meeting
The apparatus planning committee will meet at 13:30 on Sunday, December 31st at the station. We will finalize our recommendation for the new apparatus. All committee members: please read the bids by the meeting, and be ready to discuss intelligently the merits and drawbacks of each. We need to reach a decision to present to the general membership at the January 3, 2007 meeting.

New Gas Cards are in place in all vehicles. Your PIN has changed. See the board in the lounge at the station for details.
December 2006: Equipment Update
- The multi-gas detector from 255 Engine 2 is out of service. Remember to use 255 Squad or 255 Engine 1 for all CO alarm calls. The detector from Engine 1 is back in service, and now measures CO and hydrocarbon gases only.
- Two spare SCBA bottles are out of service from Engine 3.
- The thermal imaging camera is out of service for screen repair.
- The hand light from Compartment #14 on Engine 2 has been replaced.
December 2006: Relief Association Meeting Notice
The Scott Township Firefighters Relief Association will meet on Monday, December 18, 2006 at Bower Hill VFD for the purpose of the annual election of officers, and to disseminate some important information form the auditor's office. All members are welcome to attend.
November 2006: Hydrants Back in Service
The fire hydrants at Scrubgrass Road and Main Street, and Scrubgrass Road and Old Scrubgrass Road are back in service. The one at Scrubgrass and Old Scrubgrass has not been relocated with the relocation of the road and the creek, so it's now about 50 feet away from the road, in an open grassy area (or what will be a grassy area once the grass grows), on the opposite side of the steel guardrail.
November 2006: Apparatus Update
The pump on 255 Engine 2 is out of service. The pump shift has a vacuum leak and may or may not operate properly. The headlights have been repaired. Use 255 Engine 1 as the first-out vehicle on all fire calls.If a second pumping engine is needed, use 255 Engine 3. Engine 2 should be repaired on December 1st.
October 2006: Equipment Notices
- The Thermal Imaging Camera charger has been repaired, and the camera is back in service.
- The gear washer at the station is repaired.
- One SCBA has been removed from 255 Engine 3 for repair.
October 2006: Apparatus Planning Committee Meeting Notice
The apparatus planning committee will meet at the station at 6:00 pm on Monday October 23 and Wednesday October 25 to discuss matters that need to be included on the bid specification. The committee will meet on Friday, October 27 at 7:00 pm to finalize the spec for presentation at the November 1st meeting of the department.
October 2006: Apparatus Update
- 255 Engine 1 is in service. Parts are still needed for the plumbing leak repairs.
- 255 Engine 2 has had the Thermal Imaging Camera, the hand tools, the extinguishers, and the portable pumps moved for easier access and better function. Please get familiar with the new equipment placement. Response assignments are normal.
- 255 Engine 2 is the first-out engine for all fire calls in Bower Hill, 255 Engine 1 is first out for all mutual aid calls and for MVC or other non-fire calls in Bower Hill, and 255 Engine 3 is first out for RIT responses.
- The RIT kit is on the hose bed of 255 Engine 3. 255 Engine 3 has only 900 feet of supply line, packed in a straight flat load, on the hose bed. The 2-1/2" rear preconnect has 200 feet, with the 2-1/2" nozzle preconnected.
September 2006: Budget Committee Meeting Notice
The budget committee will meet at the station following the Fire Prevention Week Open House on Sunday, October 15th. All members: Please give any and all budget requests for the 2007 budget to Ceil Kitchen no later than Wednesday, October 11th, so the committee can adequately discuss them for inclusion in the budget proposal.
September 2006: Apparatus Planning Committee Meeting Notice
The apparatus planning committee will continue to meet at the station at 6:00 pm on Mondays and Wednesdays before drills in October to see representatives from various dealers and manufacturers, and to write a bid spec by the end of the month. All members are completely welcome to attend the demo sessions, and your thoughts and comments are always welcome. See the calendar above for exact dates and times, and check back occasionally, since there may be changes on relatively short notice.
August 2006: Pirate Game Tickets
The department will attend the Pittsburgh Pirates game on Saturday, September 16th. Game time is 7:05 pm. Tickets are $20.00. See the bulletin board in the lounge at the station for more information and to sign up. You must sign up by Thursday, August 31st to get tickets.
August 2006: Apparatus Update
- 255 Engine 1 has had repairs on the breaker that was causing the unwanted shutdowns. Keep checking it: the Glick technicians aren't really sure why this keeps happening. Parts are still needed for the plumbing leak repairs.

August 2006: Training Opportunities
- A complete listing of classes available for the Fall, 2006 term at the Allegheny County Fire Academy is posted in the lounge at the station, or is available on line here. Sign up early.
- Class listings for the fall terms at the Westmoreland County Community College and other local classes are also posted in the lounge at the station. Enrollment instructions are posted with the listings.
- Bower Hill VFD will host a Firefighter Survival class on September 20th and 23rd. The didactic portion will be at the station on Wednesday, September 20th, and will be the regular drill for that night. The practical portion will be at the Pleasant Hills training site on Saturday, September 23rd. See the bulletin board in the lounge at the station for more information, and to sign up. You must enroll by Thursday, August 31st to participate.
- RIT Training is being held at Mt. Lebanon Fire Department on August 19th and 20th. Call Loren Hughes at Mt. Lebanon FD (412-531-5366) to register. A similar RIT class will be hosted by Bower Hill VFD in the fall. Check back for details.
- A Pump Operations Class is scheduled for Thursday, August 31st; Thursday, September 7th and Saturday, September 9th at Glendale Hose Company No. 1. See the bulletin board in the lounge at the station for details.
- The Gas Industry Association annual seminar is Monday, August 21st. See Rev. Yohe for details and to sign up.
- Scott Township is holding a NIMS (National Incident Management System, also known as ICS-700) class at the Municipal Building on August 24th at 7:00 pm. See the fire chief or the township Emergency Management Coordinator to sign up.
- Courses in the NIMS and the Introduction to Incident Command Course (ICS-100) will be held at Green Tree Volunteer Fire Company on consecutive Tuesdays, with ICS-100 on August 22nd and NIMS on August 29th. Call or e-mail Ceil Kitchen (412-670-7558 or czk255@comcast.net) to register.
- Bower Hill will host classes in the NIMS and ICS-100, run consecutively, on Thursday, September 7th starting at noon. This will allow anyone who is attending the Pump Operations Class at Glendale that evening to complete both segments of the class.

We hope to schedule similar demos from Pierce, Smeal, E-One and others on Wednesdays before drills in August and September, with a thought to have a spec written and put out for bid around the end of the year. All members are completely welcome to attend the demo sessions, and your thoughts and comments are always welcome.
July 2006: Hydrants Out of Service
The fire hydrants at Scrubgrass Road and Main Street, and Scrubgrass Road and Old Scrubgrass Road are out of service for the relocation of Old Scrubgrass Road and Scrubgrass Run. For all fire calls on Old Scrubgrass Road, use 255 Engine 2 to hit the hydrant by the entrance to the industrial property on Scrubgrass, since we'll need all 1500 feet of hose to reach the scene. We may need to set up relay pumping operations. This hydrant is in use for residential water supply to she street, so it is always charged. Shut it down before making the fire connection. Make sure that adequate resources are responding. Don't forget that hand-jacking a line from the hydrant in Scott Park is an option. Drafting from the reclamation pond is not recommended: the iron particulates could damage the pump.
July 2006: Station Work Update
Most of the work is done.The interior work is done, the windows are in, the exterior planters are finished, and the new garage doors and the exterior building lettering are installed. The new tile is installed in the utility room. We have no firm date for the clearing of the hillside and the surfacing of the parking lots. Thanks to Don, Bryan and Dave for doing the painting of the exterior doors and trim, and much of the other work.
July 2006:Operations Changes - Communications Procedures
Changes to our radio communications procedures are now in effect. The big change for us is a change in unit designations. The format is (Station Number) (Unit Type) (Unit Designator if needed). So, what we used to call "Engine 255-2" is now "255 Engine 2." The same applies for officer designations. What we used to call "Lieutenant 255 Bravo" is now "255 Lieutenant 2." You must use these new unit designations now. It will take some discipline and concentration, but you can do it. Further changes are in effect for describing response levels. The only recognized response levels for fire apparatus are: "Emergency" (respond using red lights and sirens), "Non-Emergency" (respond without red lights or sirens), and "Disregard" (do not respond, or discontinue response and return to station). No other response levels will be recognized (because they're not legal in Pennsylvania). These polices do not affect EMS responses, and EMS will continue to use the current E1, E2 and E3 response levels. Also, County Communications will not acknowledge officers other than chief officers for call-ins to the station or scene. You can still make these calls, but they are for internal information only, and will not be recognized by Communications or recorded on the CAD. Any officer may advise Communications with instructions to fill a run card in the case of a response failure. This was previously reserved to chief officers. Finally, when fire and EMS are both responding to an incident, the EMS unit will switch to the assigned fire channel to communicate with the fire units.
July 2006: Parade season underway
The 2006 parade season is now underway. The rules for parade attendance will be the same as those in previous years. Parade uniform will be the short-sleeve shirt, dress pants and black shoes or boots. No ties need be worn, and hats will be optional at the discretion of the officer in charge of the apparatus. 255 Engine 3 will be the preferred vehicle for parades, when a qualified driver is available. If not, use 255 Squad. The other engines may go to the closest parades, where they can still respond to emergency calls if needed, and by permission from the Chief, to other parades. Parade notices will be posted on the calendar above, and at the station. So far, we've won three Best Appearing Heavy Engine trophies, at Wellsburg, Imperial, and Oakdale.
June 2006: Apparatus Planning Committee Meeting Notice
The apparatus planning committee met on Wednesday, July 26th to see a demo of an ambulance as a replacement for Medic 741, for delivery in 2007. The committee has been requested to attend the STEMS Board of Directors meeting on Monday, July 31st at 6:30 p.m. to discuss options and make a recommendation for purchase. Once the recommendation has been adopted by the STEMS Board, the committee needs to report back to the body on this issue at the August regular meeting.
June 2006: Apparatus Planning Committee Meeting Notice
The apparatus planning committee will meet on Wednesday, July 26th at 6:00 pm at the station. The immediate topic to be considered is to see a demo of an ambulance as a replacement of Medic 741, for delivery in 2007. The committee needs to take action and report back to the body on this issue at the August regular meeting. Discussion and updates on the replacement of 255 Engine 2 in 2008 will also be considered.
June 2006: Station Work Update
- The floor work is done.The vehicles are back inside. Painting is completed. The gear racks have been assembled. See Gary to get your correct locker assignment. Return your gear to the station as soon as possible. The new lighting has been installed.The new ceiling tiles have been installed, and the flagpole has been repainted. We have no fixed date for the installation of the new duty desk, but much of the other wall-mounted hardware has been put back in place. The new garage doors and the exterior building lettering will be installed the next week, and the new windows about a week later.
- The apparatus floor is now back in service and the gear racks are fully assembled, so all members except chief officers must once again respond to the to the station on all emergency calls.
- Response assignments are back to normal. 255 Engine 2 will be the first-out engine for all fire calls in Bower Hill, 255 Engine 1 will be first out for all mutual aid calls and for MVC or other non-fire calls in Bower Hill, and 255 Engine 3 will be first out for RIT responses.

May 2006: From the Chief
- First all the gear lockers are up at the station so we can start moving back in. The ceiling and lighting should be complete in the next few days and the trucks will be back in this weekend. We are also starting to put things back in order so if you have some time stop by and see what needs done.
- Memorial Day Parade is Monday at 11am--- meet at Fire Dept at 10am.
- Lastly-- after discussion with Pete and Dave: We have appointed Brad Lynch as the 3rd Lieutenant. Congrats and lets all work together to keep Bower Hill the fire department we know we are.

May 2006: Firefighters Memorial Service for Art Fishburn
The Firefighters Memorial Service for Art Fishburn, life member, will be at Bogan-Wolf Funeral Home in Bridgeville on Monday, March 22nd at 19:30. Report to the station by 19:00 with full dress uniform. The funeral will be at the funeral home at 11:00 on Tuesday, May 23rd. Report to the station by 09:00 with full dress uniform. Any apparatus for which we have drivers may be a part of the funeral procession.
May 2006: Apparatus Planning Committee Meeting Notice
The apparatus planning committee will meet on Wednesday, May 24th at 6:00 pm at the station. The immediate topic to be considered is gathering information and ideas for the specification of an engine for delivery in 2008. Discussion on disposition or replacement of other existing vehicles is welcome, with the understanding that these are under the control of the body as a whole. Any other ideas on apparatus equipment and deployment are welcome, with the understanding that these are operational matters and are under the control of the Chief.
May 2006: Fire Expo Trip, May 19 - 20
Department members who wish to attend the Lancaster County Fire Expo in Harrisburg on May 19th and 20st should see the Gary as soon as possible for your tickets. Visit the Lancaster County Fire Expo Site for details on the attractions at the Fire Expo.
May 2006: Station Work Update
- Floor work is now underway. The floor prep work began 09:00 May 8th. No one may walk on the floor until the new flooring has set, which should be by the morning of May 12th. No vehicles or equipment can be placed on the floor until May 16th. While the work is going on, Engine 255-1 will be at Glick for repairs. Engine 255-2 and Engine 255-3 will be kept in the department lot, along with Squad 255. Keys will be kept just inside the station door, so you'll be able to reach them without stepping on the floor, but you'll need your key fob to get to them. The vehicles will remain under constant video surveillance.
- While the apparatus floor is out of service members will be allowed to respond directly to the scene of an emergency call, but vehicle operators should still respond to the station to pick up the apparatus. Engine 255-2 will be the first-out engine for all calls, with Engine 255-3 as the back up. Continue to use the squad for all RIT calls.
- The drill on May 10th will be superseded by the South Hills Firemen's Association meeting at Bethel Park VFC, Brightwood Station.
- The drill on May 17th will be superseded by the re-equipping and restocking of the apparatus floor. This will be a good time to reacquaint yourself with some of the equipment we don't use very often. We'll be taking inventory while we're doing the re-stock.
May 2006: Mark your calendars
The date for the 2007 annual department banquet has been chosen. It will be Saturday, January 20, 2007.
April 2006: Training Courses Available
Check the board outside the Chief's office for information about upcoming training courses. Sessions on NIMS, Critical Incident Stress Management, and a presentation by retired Phoenix Fire Chief Alan Brunacini are all coming to the region soon. Sign up early.
April 2006: Officership Status
The Chief Officers have decided to move the remaining company officers to fill the vacant Captain position. Joe Seaman is Captain, Rob Losekamp is First Lieutenant, and John Vaccarello is Second Lieutenant. The Third Lieutenant position will remain vacant.
April 2006: Apparatus Notes
- The light tower on Engine 255-1 is still out of service.
- Engine 255-2 is in full service.
- The multi-gas (CO) detectors are in Engine 255-1 and Squad 255, but the one in the Squad still shows a false low-oxygen alarm. It does accurately measure CO and hydrocarbons.
- Engine 255-3 is back at the station and is in service.
- Continue to use Squad 255 as the RIT vehicle until further notice.
April 2006: Career Day at Chartiers Valley Middle School
We're looking for department members to staff the Career Day Expo at Chartiers Valley Middle School on May 12th, from 12:30 to 14:30. The department will be staffing a table at the Expo, and members are needed to answer questions and give information on careers in emergency services. See Pat Walther if you're able to help.
April 2006: Station work coming soon
Remember, locker demolition for the floor work begins May 5th. All members must have their lockers cleared out by that date. Floor work begins May 8th, and the apparatus floor will not be usable for about 10 days. On May 8th, Engine 255-1 will go to Glick for maintenance and repair of the Night Scan light tower. Engine 255-3 will be stored at Ed's. Engine 255-2 will probably be kept at Scott Township Public Works, and the Squad will be kept locked up in the station's lot. Come to the department meeting on May 3rd to find out the rest of the details, along with information on where we'll be meeting for drills and such while the apparatus floor is out of service.
April 2006: A Message from the Chief
With the new floor being started May 8th, there are some
things that need to be considered.
- First- The floor coloring will be grey mixed with white and then some black and dark red speckled in. The line striping will be a deep red that has glass beads put in it so it will be reflective- the way they do highway striping. The floor drains we have now are actually brass and the floor company suggested blasting them clean to a shiny brass and then poly coating them so they stay that way.
- I am thinking about having them inlay "255" in the floor as you come in our main doors- it would
- be the deep red. What do you think?
- If you have stopped in lately, you will see a lot of cleaning. Don and the engineers have also decided to renovate the engineers room and the shelving unit in front of the office also. The room will be more user friendly and they are designing it so it will not just become a storage dump.
- While planning the floor; Don, Rob, myself and others who have been there have decided to transform the engine floor. We are seeking professional painter quotes to re-paint all the walls. There is money in the renovation budget to cover this.
- If you have a suggestion for a color scheme please let me know. We are considering a single color or 2 colors-- Remember the floor colors.
- Also I am purchasing new open front gear lockers. This purchase will be straight from relief monies. The lockers will be wall mounted chrome finished- the new racks are not as wide and will be the metal mesh mostly seen in fire houses today. They will include a coat hanger, 2 hooks for bunker pants, a wiring channel for electric, and a name plate area. The main reason behind this expense is to remove the gear racks that surround the sides of EN255-2. Trying to increase the safety for getting dressed is the main purpose. The new racks will be placed in three locations. The main row currently along the Squad wall will now house 20 new lockers. With the renovation of the engineers room, the wall in back of EN255-2 will house 9 new lockers. Then the wall along the ambulance will house 8 new lockers. The total will be 37 new lockers. We will keep a few of the metal doorlockers for storage.
- We are also considering building a display case where the three lockers on the lounge wall currently sit. I am envisioning a glass enclosed built unit for trophies, old helmets, patches, gears and antique fire equipment. A place to display our history.
- If you have any other suggestions, comments or questions PLEASE let me or Don know.
- Finally: Everyone will need to take their bunker gear with them starting around May 1st and no later than May 5th. We need to remove the old lockers for the floor and the painting so we cover the entire surface. During the floor process the trucks will be parked outside- EN255-3 is stored at Ed's fire house. We will not be able to enter the bay flooring during the process.

April 2006: A Message from the Assistant Chief
I am sure by now that everyone is aware of what has transpired with Jason. We need to put that behind us, and weas a department must move forward together.
That is not the only reason I was sending this message.
I just wanted to let everyone know that unfortunately over the next couple of weeks I will not be around too much. My wife is due to have major (brain)surgery on May 4, 2006 to correct a malformation at the base of her brain, that will require at least 4 days in the hospital and 4 - 6 weeks recovery. She is having difficulty with movement and memory (some due to medication). Please keep her in your prayers.
I know we are already stretched thin in our ranks; however I have great confidence in the ability of our members to overcome any challenges and or roadblocks set before them. I will continue to answer as many calls as I can, but as stated the next month is going to be touch and go and I am sure that you can understand why I may not be around much. Please call me if you have any questions or need anything , I will still have my phone on.

April 2006: New Equipment in Service
The new gear washing machine is in service in the utility room. If you missed the training session on April 5, ask someone who attended it how to operate the machine. It uses very little detergent, and there are other special procedures you need to use when washing turnout gear. For cleaning towels and other light linens, use Setting 8. Again, see someone who has learned how to use the machine.
April 2006: Officership Status
As you are probably aware, Jason Dolence has resigned his membership in the department to return to membership in Bridgeville VFD. We wish him good luck. At present, the Captaincy will remain vacant.
The chief officers will be meeting to decide how they wish to reorganize the company officers.
April 2006: Equipment demo at the station
A representative of Sutphen Corporation will be at the station on Tuesday, May 2nd at or about 16:00 to show a demonstrator of the Sutphen Monarch pumper (the direct successor to the chassis model of Engine 255-2). We're beginning the process of looking for a new engine, since we'd like to get on a ten-year rotation schedule for engines, and Engine 255-1 will turn 10 years old in 2008. By that time, Engine 255-2 will be 16 years old and Engine 255-3 will be 31 years old. We're scheduled to replace Medic 741 in 2007.
April 2006: RIT Training Schedule Tentative
The RIT Training tentatively scheduled for April 19th and 23rd will probably need to be rescheduled to allow more members and mutual aid services to be able to attend. Check back for more information.
March 2006: New Equipment Orientation
Before the April 5th monthly meeting, we will have an orientation and training session on the new gear washer that will be delivered that morning. The session will start at 18:00. The washer will replace the current washing machine in the utility room, and will have settings specifically for turnout gear with various kinds of fire and chemical exposure.
March 2006: Notice: Drill Site Change
The special drill scheduled for March 25th has been moved from Mayview to the Old Kane property. Providence Point has generously permitted us to have full use of the remains of the old buildings until they're ready to start demolition and construction, probably in the Fall of 2006 or Spring of 2007. In any case, report to the station at 08:30 on March 25th.
March 2006: Special Notice: Funeral Arrangements for George Nelson
The Firefighters Memorial Service for George Nelson, our longest-serving life member, will be at Bogan-Wolf Funeral Home in Bridgeville on Friday, March 17th at 19:30. Report to the station by 19:00 with full dress uniform. The funeral will be at Covenant Community Presbyterian Church on Greentree Road at 10:00 on Saturday, March 18th. Report to the station by 09:00 with full dress uniform. Engine 255-3 will be a part of the funeral procession, and any other apparatus for which we have drivers may also participate.
March 2006: Apparatus Notes
- Engine 255-1 is back in service. Engine 255-2 has had the water leak repaired and has had state inspection completed. It is back in full service.
- The thermal imaging camera has been returned to Engine 255-2.
- The multi-gas (CO) detectors are in Engine 255-1 and Squad 255.
- Engine 255-3 is back in service. All repairs have been made, and the hose bed is repacked. All attack line is in place but there is only 500 feet of 3-1/2" supply line.
- Continue to use Squad 255 as the RIT vehicle until further notice.
March 2006: More Apparatus Notes
The throttle on Engine 255-1 has been modified. At the pump panel, a clockwise turn of the black throttle knob will now increase RPM, while a counterclockwise turn will decrease it. Push the center red button (and push hard) for an emergency return to idle. This is essentially identical to the setup on Engine 255-2. The electric high idle switch in the cab is disabled. See the chief engineer if you have any questions.

January 2006: Engine 255-1 Out for Repair
Engine 255-1 has been removed from service for repair of the idle switch. It should return by the end of the week. Use Engine 255-2 for all responses. When Engine 255-1 returns, Engine 255-2 will be sent out for regular state inspection.
January 2006: Engine 255-3 Out for Repair
Engine 255-3 has been removed from service for repair of the booster tank. The repairs should be completed by the end of the month. Squad 255 will continue to be the RIT vehicle while Engine 255-3 is out of service.
January 2006: AED Back in Service
The AED from Squad 255 is back in service from battery and electrode replacement. It is in its usual place on Squad 255.
January 2006: Engine 255-2 Back in Service
Engine 255-2 is back service and is fully restocked. Use it as the first-out engine for all structure fire calls in Bower Hill.
January 2006: Engine 255-2 Out for Repair
Engine 255-2 has been removed from service for cosmetic repair. The repairs should be completed within a week. Use Engine 255-1 for all responses while Engine 255-2 is out.
January 2006: New Gear is In
The new turnout gear ordered from the Fire Grant has been delivered. If you are due to get new gear, see one of the line officers. You will need to mark the gear tags with the ID number you will be given, and turn in your old gear for logging into reserve stock.
