The 1970 Ford pumper served well for eleven years after its 1981 rebuild, but with the  department's newest pumper reaching the 15-year-old mark in 1992, it was time to replace it. Sutphen Corporation of Columbus, Ohio offered exactly what the department was looking for. By now, NFPA standards dictated a fully-enclosed cab, and the top-mounted pump panel feature of the 1970 Ford was so much appreciated by the department's engineers that the apparatus committee opted for this feature as well. The "Rescue body" with high compartments on both sides was made possible by the hydraulic ladder rack.

The body of this engine was fabricated entirely of aluminum. It had an integral foam tank, and the old portable foam eductor was finally retired. The foam was pre-piped to one of the speedlays. There were two of these, in addition to the two Mattydale-style crosslays. The third speedlay slot was not preconnected, but held the high-rise apartment pack. As delivered, the vehicle was painted a darker red than its Bower Hill contemporaries, and this new shade would be adopted on all subsequent vehicles. This was also the first BHVFD vehicle since 1957 to be lettered in something other than gold leaf. The original Gothic lettering had a rather commercial look.

The commercial lettering was not well received by the department members or the residents. When BHVFD adopted a new department emblem, it relettered the vehicle. The style was "Egyptian," like the lettering on the 1977 American LaFrance and the ambulance. This engine had assumed the "Engine 4-A" call sign of the 1973 mini-pumper that was sold along with the 1970 pumper just before this new engine arrived.

The appearance changed again when Allegheny County adopted a county-wide numbering system for fire departments in 1998, and Bower Hill changed from "Station 4" to "Station 255." This engine received the designation, "Engine 255-2."  The county would change this in 2006, to "255 Engine 2" to accomodate changes in the computer-aided dispatch system. When the vehicle was relettered in 1998, it was in a Shadow Block style.

Even after the 1998 engine arrived, this engine remained the first-out attack engine. Its appearance changed one more time, to match the "lightning stripe" graphics on the newer vehicles, but when its call sign was changed in 2006, it retained the same graphics. This engine carried Class B foam (for burning liquids) until 2007, when it was changed to Class A foam for ordinary combustibles found in structural fires.

A cab roof mounted light tower provides illumination on the fireground. It is powered by the 5 Kilowatt gasoline-fueled generator mounted in the curbside rear compartment.
